Reliance Industries Wins Global Tender for Advanced Chemistry Cell Battery Storage Manufacturing Under PLI Scheme

Reliance Industries Limited has emerged as the successful bidder in the global tender for the Production Linked Incentive (PLI) Scheme for Advanced Chemistry Cell (ACC) battery storage, securing a substantial 10 GWh capacity.

This development marks a significant step forward in enhancing India’s domestic manufacturing capabilities and reducing import dependence.

The Ministry of Heavy Industries (MHI) announced the selection based on the Quality & Cost Based Selection (QCBS) mechanism.

Reliance Industries was awarded the 10 GWh ACC capacity following a rigorous evaluation process, which considered both technical and financial aspects.

This award aligns with the Indian government’s broader objective to position India as a global leader in ACC battery manufacturing.

The global tender, which was launched on 24th January 2024, saw seven companies submit bids for the PLI scheme with a maximum budgetary outlay of Rs.3,620 crores.

The bidders included ACME Cleantech Solutions Private Limited, Amara Raja Advanced Cell Technologies Private Limited, Anvi Power Industries Private Limited, JSW Neo Energy Limited, Lucas TVS Limited, Reliance Industries Limited, and Waaree Energies Limited, collectively offering a total capacity of 70 GWh.

Following the technical evaluation, six companies were shortlisted for financial evaluation.

The financial bids were opened on 2nd August 2024, and the final evaluation ranked the bidders based on their combined technical and financial scores.

Reliance Industries, with the highest overall score, was awarded the 10 GWh capacity, while the remaining five bidders were placed on a waiting list based on their rankings.

The waitlisted companies are:

  1. ACME Cleantech Solutions Private Limited (Waitlist 1)
  2. Amara Raja Advanced Cell Technologies Private Limited (Waitlist 2)
  3. Waaree Energies Limited (Waitlist 3)
  4. JSW Neo Energy Limited (Waitlist 4)
  5. Lucas TVS Limited (Waitlist 5)

The PLI Scheme for ACC, approved by the Cabinet in May 2021, aims to achieve a manufacturing capacity of 50 GWh of ACC with an investment of Rs.18,100 crores.

The first round of bidding, concluded in March 2022, allocated a total of 30 GWh capacity to three beneficiary firms, with agreements signed in July 2022.

This latest development highlights the success of the PLI ACC scheme in attracting substantial investments and reinforcing India’s position as a preferred destination for advanced battery manufacturing.

It also supports Prime Minister Narendra Modi’s vision of a self-reliant India, under the Make in India and Atmanirbhar Bharat Abhiyan initiatives.

The award to Reliance Industries is expected to further boost domestic manufacturing capabilities, contribute to reducing import dependence, and advance India’s global leadership in the advanced chemistry cell battery sector.
